Pilot – Testing Standards Officer
JOB PROFILE:
To develop civil aviation regulations and technical standards, training syllabi, theoretical knowledge examinations and practical testing for the issuance of all ICAO Annex 1 licences and ratings regulated in terms of the Civil Aviation Regulations.
To develop & maintain a system for the oversight & surveillance of the practical examination/testing of aviation personnel licensed in terms of the SA Civil Aviation Regulations requirements & keeping abreast of international best practice and to ensure that the Standards of the theoretical examinations are in accordance with ICAO Annex 1, company requirements and international best practice.
To develop & maintain a system for the oversight & surveillance of training standards at ATOs in accordance with ICAO Annex 1 & company requirements & keeping abreast of international best practice.
EDUCATION (FORMAL QUALIFICATION REQUIRED)
Hold or have held an Airline Transport Pilots License (ATPL) or
Hold Theoretical Credits for all ATPL subjects and Grade 2 instructor
Flight Instructor Experience 300 Hours as Flight Instructor
- Develop, implement, and review applicable Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards for the Civil Aviation Regulations 2011, Parts 60, 61, 63, or 101 in compliance with the Standards and Recommended Practices of ICAO Annex 1.
- Develop and manage a system to oversee the initial skills testing and revalidations of all aviation personnel licensed under applicable CARs and SARP and ensure compliance with ICAO and international best practice.
- Appoint and ensure oversight over designated examiners and instructors involved with training and revalidations of aviation personnel.
- Develop and review skills test and revalidation standards for aviation personnel license holders and ensure that the standards comply with ICAO and international best practice.
- Support the Licensing Administration function within COMPANY in accordance with the provisions of the Civil Aviation Regulations 2011, Parts 61, 63, or 101.
- This includes the assessment of applications against legal requirements to ensure compliance.
- Investigate and recommend action to the Director on any deviations to the requirements.
- Develop and implement standards for licensing administration that ensures adherence to requirements.
- Introduce adequate control measures to enable COMPANY to effectively carry out its mandate of Safety and Security Oversight.
- Update and amend all documentation, checklists and procedures to ensure compliance with the regulations.
- Recommend the approval/denial/withdrawal of exemptions and special approvals.
