Duties

Some key activities include:

  1. Plans and directs the development and implementation of the National Program of initial and recurrent flight, simulator and classroom training and testing for pilots.
  2. Develops and amends standard operating procedures (SOPs) and Operations Manuals.
  3. Acts as Pilot in Command (PIC) on ASD aircraft, manages the Company Check Pilot (CCP) Program, and supervises Check Pilots in the conduct of check pilot duties.
  4. Investigates and/or leads investigations of operational occurrences and infractions.

Work environment

Transport Canada’s Aircraft Services Directorate is seeking a Chief Pilot – Rotary Wing to work within a federal organization in the National Capital Region. The Aircraft Services Directorate (ASD) provides aviation services in support of Transport Canada and the Canadian Coast Guard operations as well as other federal departments and agencies. This position is located at the Aircraft Services’ hangar at Ottawa Macdonald-Cartier International Airport (200 Comet Private, Ottawa, ON).

Intent of the process

The results of this process will initially be used to staff one permanent full-time position with a bilingual imperative CBC/CBC linguistic profile. A pool of qualified and/or partially qualified candidates could be created and could be used to staff similar positions in Transport Canada.

Information you must provide

Essential qualifications

EDUCATION
A secondary school diploma or an acceptable combination of education, training and/or experience.

OCCUPATIONAL CERTIFICATION
OC1: Possession of a valid Canadian Airline Transportation Pilot License – Helicopter Category with a valid Group 4 Instrument Rating.
OC2: Possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed aeronautical).
OC3: Possession of a Helicopter Night Rating.

EXPERIENCE
EX1: A minimum of 4,000 hours turbine powered helicopter flight time experience, with 3,000 hours as pilot in command. A minimum of 500 hours in multi-engine helicopters.
EX2: Recent experience in the management of helicopter operations.
EX3: Recent experience in managing financial resources.
EX4: Recent experience in managing human resources.
EX5: A minimum of 250 hours of helicopter Pilot In Command within the preceding three years.

KNOWLEDGE
K1: Knowledge of Canadian Aviation Regulations and Standards governing the operations of VFR and IFR helicopters.
K2: Knowledge of teaching practices and techniques specific to helicopter training.
K3: Knowledge of quality assurance and quality control mechanisms.
K4: Knowledge of Safety Management System processes.

Operational requirements

  • Willing and able to work overtime on short notice.
  • Willing and able to travel by various modes to remote locations, domestically and abroad.
  • Willing and able to work in an aviation environment (i.e., noise, fumes, hazards).

OTHER CONDITIONS OF EMPLOYMENT
– Willing and able to successfully complete Transport Canada Aircraft Services sponsored Helicopter Underwater Emergency Egress Training (HUET) within 6 months of employment.
– Willing and able to complete the requirements associated with the issuance of a Restricted Area Identification Card (RAIC).
– Possess a valid driver’s license.
– Possession of a valid Class 1 Aviation Medical.
– Must hold a valid passport.
